Müsavat Partiyasının AŞPA-nın Azərbaycanla bağlı qəbul etdiyi qətnamə ilə bağlı bəyanatı

Məlum olduğu kimi AŞPA özünün son qış sessiyasında Azərbaycan nümayəndə heyətinin mandatını təsdiq edən qətnamə qəbul edib. Son parlament seçkilərinin total şəkildə saxtalaşdırıldığını nəzərə alsaq, Azərbaycan cəmiyyətində ölkəmizi bu qurumda təmsil edən nümayəndə heyətinin mandatdan məhrum ediləcəyi ilə bağlı müəyyən rəy formalaşmışdı.

Qəbul edilən qətnamədə Avropa Şurası 2005-ci il noyabr seçkilərinin beynəlxalq standartlara uyğun keçirilmədiyi, Azərbaycanın qurum qarşısındakı öhdəlikləri axıra qədər yerinə yetirmədiyi vurğulanıb, demokratiya və insan haqları sahəsindəki problemlər kifayət qədər obyektiv şəkildə öz əksini tapıb və bütün bunlarla bağlı hakimiyyət qarşısında müəyyən tələblər qoyulub. Bundan əlavə qətnamədə Azərbaycanda monitorinqin davam etdiriləcəyi, 13 mayda keçiriləcək təkrar seçkilər diqqət mərkəzində saxlanılacağı, seçki komissiyalarının formalaşdırılması ilə bağlı Venesiya Komissiyasının təkliflərinə əməl edilməsi xüsusi qeyd olunub.

Xatırladaq ki, sessiyada 45 ölkənin nümayəndə heyətinin mandatı dərhal təsdiq olunsa da, Azərbaycanla bağlı bu məsələnin müzakirəsi 3 gün davam edib. Bu isə özlüyündə qurumun Azərbaycandakı total seçki saxtakarlığı və demokratik proseslərin gələcək taleyi ilə bağlı ciddi narahatlığını ifadə edən addımlardan biri kimi qiymətləndirilməlidir.

Lakin seçkilərin kütləvi qanun pozuntuları ilə keçirilməsinin heç kimdə şübhə doğurmadığı, Azərbaycan nümayəndə heyətinin tərkibində müxalifəti təmsil edən deputatların olmadığı bir məqamda mandatın təsdiq edilməsi sənədin obyektivliyinə kölgə salan mühüm amil kimi dəyərləndirilə bilər.

Müsavat Partiyası hesab edir ki, Azərbaycandakı son parlament seçkiləri ilə əlaqədar AŞPA-nın qəbul etdiyi qətnamə bu qurumun Azərbaycandakı demokratik proseslərə münasibətdə öz ideallarına, prinsiplərinə tam sadiq olmadığını göstərir.

AŞPA kimi nüfuzlu beynəlxalq təşkilatın Azərbaycanın hakim rejimi ilə bağlı güzəştli mövqe tutması, Azərbaycan cəmiyyətində bu təşkilatın obyektivliyinə ciddi şübhələr formalaşdırmaqla yanaşı, həm də demokratiyaya, onun perspektivinə olan inamı azaltmağa xidmət edir. Bu addım eyni zamanda hakimiyyətdə olan qüvvələrdə müəyyən arxayınçılıq halları yaradır ki. sonda yenə də zərbə demokratik dəyərlərə dəyir.

                                                                                                                   

MUSAVAT’S STATEMENT ON PACE RESOLUTION CONCERNING AZERBAIJAN
  
January 30,2006 – At the opening of the first 2006 part-session of the Parliamentary Assembly reportedly has decided to ratify the credentials of the parliamentary delegation of Azerbaijan. Given reported instances of vote-stuffing, total falsification of protocols, multiple voting during the November 2005 parliamentary elections, the Azerbaijan community believed, to some extent, that the PACE will not ratify the credentials of Azerbaijan’s parliamentary delegation or at least they will be challenged on substantial grounds. Resolution #1480 underlines that the Assembly deeply regrets that the parliamentary elections in Azerbaijan on 6 November 2005 once again did not meet a number of international standards, the Government of Azerbaijan fails to fully comply with its commitment before the Assembly, the media bias and the lack of impartiality of the election commissions also contributed to creating unfavourable conditions for free and fair elections. In addition, the Assembly decided to observe the re-run elections on 13 May 2006, instructed its Monitoring Committee to submit to the Assembly at its June part-session a report on the progress and to urge the newly elected parliament amend the electoral legislation in line with the recommendations of the Venice Commission, in particular with regard to the composition of the electoral commissions.
 
Much noteworthy is that the reconsideration of previously ratified credentials of the Azerbaijanian delegation took 3 days, while ones of 45 nations had been ratified shortly. It must be certainly valued as a graphic example for serious concern over the vote rigging and the future fate of democratic processes.
 
However, the fact that the Assembly decided to ratify the credentials of the Azerbaijan delegation by disregarding the rigged voting on Nov 6, and unavailability of MPs representing oppositions fractions in the delegation did not justify expectations of the Azerbaijan people.
 
The Musavat Party believes that the Assembly’s Resolution #1480 on the recent parliamentary elections in Azerbaijan contradicts its ideas and principles with respect to democratic processes in the country.  
 
Such a position in terms of the ruling power in Azerbaijan from the PACE – an influential international institution- is no firmly supported by the Azerbaijan community. In fact, such compromises, in order to give another chance to the Azerbaijan government to correct the situation, do weaken public credit in democracy and its progress, plus resulting in some smugness practiced by government officials, thus ultimately striking a blow against democratic values.
